Hi there Jean, francine here...I do tat,...and yes indeed, that is a tatting shuttle...obviously they don't have any idea what they have :-p not that its a huge surprise, since its not as common a tool at it was 40-50 yrs ago :-) the hook on the end is used to do "attaches" between picots ect.
