There is a German language Yahoo list for lacemakers, which has members from
many countries including Austria. The group can be found here:

I suggest that your friend joins the group and asks her question there.  The
group is active, but has much lower traffic levels than arachne. 

One of the latest topics of discussion is that there is going to be an
attempt to set a new world record for the most lacemakers making bobbin lace
in one place at the same time.  The record attempt will be on Sunday 19
September at Abenberg in southern Germany.  Abenberg has a lace school
still, and was a centre for gold and silver lace making.  There's a lace
museum in the castle which is well worth a visit when in the area:
