Some colleges do conferences, and some don't. The Pacific Northwest (USA) regional conferences have been held at colleges.
Many mid-western colleges / universities would not hold summer conferences because they are not air-conditioned (and I can tell you that most of us wouldn't enjoy that experience! Round Chicago is it hot and humid in the summer) The semesters are arranged so that the students aren't there in the summer months for a good reason!
