When I make tassels on the end of bookmarks I simply tension all but the two outside pairs down into the center, then take the two outside pairs under the others from left to right and right to left ( they are now on opposite sides to where they started ).Now all you need to do is cross them at the front take them around underneath again, bring them to the top and tie in a reef knot.
