Tatting shuttles are very different from netting shuttles. Ultimately, all shuttles are pretty much a natural evolution of a ball of string, so I think it's a mistake to look for historical continuity. Netting is far older a craft than tatting. (I have seen them combined in doilies, but that's another matter.)
