This looks to me to be like the penholder that is shown in Christine Springetts book Success to the Lace Pillow, this book is full of pictures and text on old lace bobbins. There is a photo on page 29 of an inscribed bone pen holder that looks very similar to this wodden object on e.bay. In one of the photos even looks to have a little hole near the top as shown in the wooden one on e.bay.

relisted with exactly the same description as when it didn't sell.
As usual, something unidentifiable has been described as "believed to be an
old-fashioned lacemaking bobbin". I canlt imagine a use for it for
lacemaking or anything else othee than a skittle in some kind of pub game.
