The handling charge might be an import charge of some kind. DH had this when
he bought some software from the US because it was over eighteen pounds
sterling in value and it was a purchase. Think this is VAT because you have
to pay VAT on goods purchased abroad at the same rate as if they were bought
in the UK. The Royal Mail charges a handling fee for collecting the VAT.
I've had items marked as a gift on the customs form, and haven't had to pay
VAT and therefore no handling charge.
