I speak UK English, so this may not be the majority opinion <G>. I'd say the LA part the same as I'd say what hens do with eggs: hens LAY eggs.
And the rest, the CIS part, I'd say the same as I'd say the first part of SISter. So: LAY-SIS. But, as I say, this may not be how everyone else pronounces Lacis.
