The main point to consider in terms of the garter fullness is what style
of dress the bride will be wearing? If her dress is going to hug her
body and legs, then she won't want a lot of gathers - you would make it
almost smooth so that it didn't show through the skirt of the dress. If
she wears a full skirt to her gown, then a gathered garter is more
appropriate. (Make sure she also has a cheap bought one for the groom to
throw, if that tradition is going to be followed!).
Once you have worked the 23 inches, and have sufficient unpinned,
measure a definite length of it (10 or 12 inches) and mark with a piece
of matching thread looped through. Thread your ribbon through this
length, and gather up the lace until you get the desired effect. Measure
the new length of the gathered up lace, and if say you had gathered 10
inches and it is now 5 inches, then you need to make 46 inches to fit
the 23 inch measurement. Do allow about half an inch for the seam, which
should be on the inside of the leg when worn (consider this for where
you will tie the ribbon!).
For elastic, I've always dispensed with the ribbon and gone for the
embroidered/decorated bra strap elastic you can get - this has a "furry"
back and that helps it grip onto tights. Make sure the 23 inch
measurement was taken with her standing up, wearing the shoes she is
going to wear on the day or shoes of a similar heel height, as the thigh
is slimmer/fatter according to leg position! Cut the elastic an inch
shorter than the leg measurement, thread it through the garter and
overlap by half an inch before you stitch the two ends together - this
will allow it to be slightly stretched when in use. Aim to have your
elastic seam on the inside of the garter, and make sure it is flat all
the way round before you stitch the ends.
Then, all that is left to do is to take a photo of the garter before you
give it to the bride!
