I think that is smart to not schedule a lunch if there are not many people willing to attend at a given price. I would like to point out that when you are having lunch in a room, most often you are paying for use of the room and having the chairs and tables set up as much as you are paying for the food. When talking with people planning a convention I think it would be important to acknowledge this, as if they are able to work something out with the hotel it may have a cost associated with it. Not that it isn't do-able. I do think this is a good idea and will encourage better attendance.
