Brian: There's a book "Dentelle de Normandie", by Florence Quinette. There are 4 very good pictures of bobbins, one picture showing noquettes covering the thread.
The book is in both French and English. There is at least one copy available through Amazon, and Holly Van Sciver carries it. I think maybe this is the book you are looking for.
