I had another thought, perhaps it was used to make sharper corners when
turning a sewn square item inside out (such as a collar?). So, another 
guess
is it is from the tailoring industry.

I am sure this isn't for sewing as in turning corners, etc.  I have done 
couture designing and dressmaking for 45 years, and it just wouldn't be related 
to anything I can possibly think of, nor take heat that could also be a 
consideration.

I would think of it more as a darning surface, or perhaps to shape something to 
be dried over it, though I doubt the latter.
