I assume that the emphasis on England's rose, and Scotland's thistle was more a carry over from the monarchies (and perhaps their wearing of lace with motifs, factored into that.) There can be much ado about royalty carrying on the symbolism and one's taking note, and less when one focuses upon surviving and not what could be considered by some as fal farall, or a lesser priority.
