In general, I would try sewing machine dealers or stores that specialize in 
machine embroidery or heirloom and French sewing. I've found they often carry 
an amazing range of threads.

Otherwise, mailorder may be your best choice. Since the machine embroidery 
thread colors seem to match the floss color numbers, it seems it would be 
fairly easy to match colors. I Googled "DMC broder machine" and came up with 
these sources:

I haven't used either company, but they would provide a place to start.
