I believe the 140 (8-bit) characters limit comes from text messages
(SMS) where the SMS standard sets the payload length to a maximum of
140 octet (8-bit) characters. There are other variations on the length
of SMS. 7-bit characters (which is the default GSM alphabet) has the
upper limit 160 characters and if 16-bit UTF alphabet is used the
upper limit is 70 characters.

Since a byte is common in computers (8 bits) the 140 character limit
conforms with the SMS standard. Although I like UTF more than all the
other computer alphabets (being from Iceland), I am thankful for 140
characters (according to the standard it should be 70 characters).

So I think microblogging is based around the idea that you can blog
via a single SMS text messages and therefore they support 140
characters. Given that you can send an SMS text message and still say
what you want, micrblogging should be just as easy.
