My bad, I did not understand correctly the meaning of it. Greg-g, on the #laconica channel clarified it for me. Verbatim, " it doesn't pull in your friends tweets, It sees if any of your twitter contacts are also on identi.ca/laconi.ca and subscribes you to their identi.ca/laconi.ca account."
