No, the user does not have two password fields and in any case it is
something that happens in general,
with all users with whom I made the test.

Then, the modules enabled are: Personal; Password Policy; Group of name;
Custom fields.
If, once made the whole operation reopen the user account, the checkbox
"Password change required" is not checked.
The application is "Self Service Panel", In practice, I do the same process
above, only now I start from inside user panel.
Arrives email with password and link. I click on link..... etc etc
But in this case it did not force the change password
