When they came up with the ply rating system on tires it was a direct count
of the "old" materials that were in use. Now the rating is based on the
equivalent strength rather than the actual ply count. You'll notice that the
tires no longer say '8 ply' but will say '8 ply rating'.
In my experience they may have the same strength but they sure attract nails
more often.
