Summary: English rule EN_A_VS_AN, errors with: an xml file, etc.

Initial Comment:
The English rule EN_A_VS_AN reports errors for
things like: an xml file, an MS-DOS file, a utf-8 file.

It suggests "a xml file", "a MS-DOS file", "an utf-8 file"

Yet looking at Google, I see the following frequencies:

  "an xml file": 21,100,000 results
  "a xml file":   7,010,000 results

  "an MS-DOS file"  228,000 results
  "a MS-DOS file"    20,700 results

  "an utf-8 file"   101,000 results
  "a utf-8 file"    415,000 results

I suppose that both "an" or "a" are OK there but
I'm not 100% sure. At least, LT suggests the least
frequent usage in all cases which looks wrong.

Message:
I have fixed "MS-DOS", but utf-8 and xml are marked because they should be
spelled UTF-8 and XML, then there won't be an error from LT.
