Contacting them would be worth a try. I don't know the Carrot project and their reaction times. What do you think? Sounds good. The question is if we manage to get the dependencies deployed to central within the next two weeks. The sources for cjftransform are available from Google Code now - I have that on my todo list next. ictclas4j might need some work because it seems basically orphaned and the code you use is not in any repository. As far as I understand Sonatype [1] a POM may refer to a zip download of the sources, but I do not think that is very clean and would use it only as the last resort - the SCM tag in the POM is meant to point to a source repository and it is mandatory. Finally, LT 1.9 has a new dependency on lucene-gosen. Those folks also seem to have had a plan to deploy their stuff with Maven, but didn't do anything about it then. So that would be yet another upload. Unfortunately, their JAR does not have a clean package structure and I do not know (yet) if Sonatype would accept it as is. It would be possible of course to deploy LT 1.9 with a reference to a secondary Maven repository, e.g. the UKP repository where I did already upload all the dependencies... but declaring secondary repositories in POMs is also not recommended. As 2.0 seems to be planned for the end of the year, it might serve as a temporary solution though. I can help at least with fixing up the POM and with cjftransform. I don't have a final opinion yet on how to deal with ictclas4j and lucene-gosen.
