This is difficult for me to answer, not knowing Tamil. We have only one chunker so far, and that's for English. It's a ready-made component (from Apache OpenNLP), adapting it to Tamil would be a major effort. What you could do is try to list all the types of grammar/style rules for Tamil on our Wiki, with information about their support in LT. This is something I have wanted to do for a long time for German, it might help us get a more structured development and increases transparency on where we stand.
