Note that there are two forms of suspend, "sleep" and "hibernate".  
"sleep" only leaves the contents in RAM, and requires some minimal 
amount of power to keep the contents in RAM refreshed.  "hibernate" on 
the other hand is more like "suspend-to-disk", and writes the contents 
of RAM to disk somewhere.  "hibernate" takes longer, but does not 
require any power at all.

The difference in suspend times *may* be the difference in suspend 
strategies.  This may be configurable in Windows.  (Solaris only 
supports "sleep" on x86 systems, and "hibernate" on SPARC systems.)
