What build of OpenSolaris are you using? Builds after 116 should not 
have this problem.

Glenn, actually putting those two lines into the ntp.conf file pretty 
much does nothing except complicate things by getting your system to 
claim that it is a NTP server when it does not actually have the 
correct time. It will not allow NTP to complete startup any more than 
not having it.
