I want to understand the output of the "tc -s -d ..."  command.
Can someone explain in detail what this means:

I want to know what is:
    quantum 1000
    burst 1000Kb/8 (whats the /8)
    mpu 0b 
    level 0
    tokens: -59999999 ctokens: -59999999 (what does this mean?)
