I have my own hard-stuff for solve that problem.
I measure all of my clients for long time (tc+parser+sql)
After some period of time, 90% of my LAN clients get large autmated bandwidth speeds ,
thus the rest about 10% has much worst speeds.
My system increase/decrese client speeds based on per client policy (kept in DB):
