That's what I thought, but I can't troubleshoot any other way.
I tried both ways 0x80, 80 to the same affect.
The strange problem is if I omitted the source ip part, so
iptables -A OUTPUT -p tcp -t mangle --dport www -j MARK --set-mark 40
it works
