Hopefully this will help us submit more fully developed drafts to the SRFI process, taking some pressure off it.

Since there are so many active draft SRFIs, some of the usual suspects
from the lists started a GitHub organization
<https://github.com/pre-srfi> as one convenient place to develop
pre-SRFIs and keep track of them before they enter the official SRFI
process.
