You probably want to use the Windows svn binary.
Note that the cygwin build of svn (version 1.2.3) might have a problem with properly checking out a source tree. See this posting for details.

I guess my cygwin installation is maybe somewhat antique on my machine. I've got svn version 1.2.0 in cygwin, I'm doing an update of my cygwin installation to the latest binaries ( including svn v1.3.0).
