I checked this in to trunk pending review -- go ahead and smack me  
around if I deserve it -- so I will have time to run a trunk build,  
see if the changes worked in the automated build system, then  
integrate to legals and run a legals automated build and see what  
happens to legals, before we freeze for PR3 tomorrow.

But -- the prefetches are only set up to prefetch for swf. Should I  
add some special-cases to prefetch some content in DHTML?
