I think this means that the RTE will continue in incubator status for
the time being, as a Flash-only component unless someone contributes
a DHTML equivalent. (The phrase "It will not ever work in DHTML" is a
bit too strong -- the API could be supported in DHTML, but the
current implementation is very Flash specific.) This is more
maintenance-of-status than reduction-of-status.
