Briefly, here's the release branch integration process:
+ Change reviewed and checked into development branch (branches/legals)
+ Author proposes change for inclusion in release branch (branches/4.0)
+ Proposal approval is by informal consensus, with veto power given
to Mamye and Jim
+ Once proposal is approved, Max prepares an integration changeset
and sends it to Phil Romanik for QA review
+ After Phil reviews, Max (or Phil) checks the change into branches/4.0
Barring any comments or counter-proposals, let's consider this to be
our settled process.
