Hmm, it works in the Legals dev branch. Do you get any error in Firefox? Are you running Firebug?

If you close the window and press the reset button using Flash runtime, window appears. If you do the same thing using DHTML runtime, it doesn't. I'm using Firefox 2.0.0.3 and OL4 stable release.
