I spent quite a while investigating this, and you are correct, it
would be a lot of work to fix. It is unlikely that it will be fixed
unless someone volunteers time or funding to address it.
It is difficult to imagine anyone really needs this fixed since
nearly all container servers have an option to unpack .wars when they
are installed.
