Summary: Clarify dbugger and debug tag info in the reference

Details:
Remove the incorrect info about how to enable the debugger, and
just link
to the appropriate section in the dguide.
Document that the debug tag is optional, and describe the
default behavior.
Change "hotlink" in the example code to "inspectable object".
