Use Don's new command line option to store the lac cache somewhere different?

I'm thinking this is going to lead to trouble for people debugging the LFC, so maybe I had better set lzc to keep it's script cache someplace else besides the LPS default location, and set it to always flush the script cache.

Then again, for webtop work, if they are using the command line compiler, they would benefit from the script cache
being active. Hmm... what to do, what to do?
