Here are the latest docs on the splash tag:

It has some example HTML that shows how this works in dhtml. Also, be
sure your app doesn't produce any warnings when running in the swf
debugger. The app won't load if it causes JavaScript errors. You can
install the IR 7 developer's toolbar also. Let us know how this goes!
