I built the doc, looked at it in FF and Safari and can scroll the
nav. Approved!
(Scrolling is the hobgoblin of little windows. :P)

nav.lzx - Force the mouse hweel to be active
index-frames.html.proto - Correct frameset so correct HTML wrapper
is used, and browser scrollbars are hidden.
Tests: build the docs. The reference nav should now scroll with the
mouse wheel.
