That is an obsolete comment and should be deleted.

We used to precompile the data responses into  swf byte code on the
server, to avoid using the
slow Flash player XML parser. But after swf6 or so, the XML parser was
plenty fast, and now we use the Flash player's XML parser for standard
data requests.
