Summary: swf9/10: Fix framesloadratio event sending for loaded swf and mp3 audio

Details: Look for frame updates to send framesloadratio and totalframes events
while swf9/10 resources are being loaded. Send framesloadratio events along
with loadratio events for mp3 audio in soundLoadHandler().
