Summary: Update drawview.arc() to be whatwg compliant

Details: Update arc() method to draw in the correct direction and handle 360
degree arcs correctly. Add native arc() support for DHTML, now that the
default arc() used by swf8-10 agrees. Optimized __playPath() and the swf
versions of closePath(), moveTo(), lineTo() and quadraticCurveTo() now avoid
constants, and use value that match those used for DHTML paths.
Tests: See LPP-2655 for an updated testcase that includes an image.
examples/extensions/drawing.lzx runs the the same as before across runtimes.
