I don't think there is any particular reason we stick with the old tomcat other 
than no one has had time to update our build procedures.  I know there are 
several people using more modern tomcat versions in the community.  If someone 
wanted to take on updating the build procedures to work with a newer tomcat, I 
could take the task of getting the build and ol server machines updated.
