Bugs Fixed: LPP-9180 - Move non-essential parts of the LFC to LZX includes
(partial)

Details: I'm checking this in ahead of time to fix the trunk build.
LzFont - Move back to the LFC to ensure doc comments are picked up.
LzURL, LzContextMenu - Move from services/ to utils/.
components/utils/Library - Add command, dataselectionmanager and
selectionmanager.
Tests: Doc build completes.
