Details: embednew - Explicitly say whether we want mousewheel events or not.
mousewheel - Use last setting from setEnabled() when callback registration
occurs.
Tests: Testcase from LPP-9233 behaves correctly across all runtimes with the
lzcancelmousewheel=true query arg.
