Overview: I noticed there was a frameset being loaded with a single frame, and
changed that to a redirect.
Details: content - Use a redirect if the actionparam isn't specified, handle
'undefined' args correctly.
index - Disable usemastersprite for now.
Tests: See LPP-9392, LPP-9238 in Safari 5 DHTML and swf10
