Details: I'm going to check this in once I verify it build locally. Adds
draggable and droppable to the top-level includes, which is what the doc system
uses to decide what's built.
Tests: Build docs, docs/reference/lz.draggable.html and
docs/reference/lz.droppable.html are now available.
