Summary: Fix restoration of focusable/clickable when disabled is toggled
Bugs Fixed: LPP-9657 - Can't gain mouse events after switching 'Disabled' from
true to false

Details: focusable - Track last state focusable was set to when disabled.
componentmodel - Track last state clickable was set to when disabled. Restore
clickable and focusable when disabled becomes false.
