Details: applybasecolor - Add docs. Add basecoloroffsetborder,
basecoloroffsetinteriorfill and basecoloroffsetinteriorborder
attributes to control tinting in __installbasecolor().
house - Add CSS to turn off base-color tinting where needed.
Tests: Buttons in house.lzx now look the way they used to - with an
interior border.
