LPP-9944 lists two problems. The first issue is not a bug because the
component is not designed to change the scrolltarget.
The second issue identified that the mousewheel is active even though
the scrollbar's scrollable attribute is false. I fixed this behavior to
ignore the mousewheel when scrollable=false;
Tests:
Test case in jira report works properly (see Phenomena 2).
