These changes came from Maynard and were added to the jira report. A
tooltip will search its hierarchy looking for a floatingboundary=true
option. If found, this view defines the area that the tooltip must fit
inside.
Tests:
Run Maynard's test file (/test/components/lz/test-tooltip.lzx). The
tooltips display within the bounds
