- added the change I removed in r19730. This change had no effect on
IE9.
- added an additional check in IE9 before adding the extra padding. This
hopefully explains why IE9 had problems with some applications.
- Modified __setBGImage to fix an unreported bug. While testing on IE9,
I saw occasional javascript errors when clearing the background Image.I
saw the problem when the browser mode was set to IE9, and the document
mode to IE8.
- Rebuilt the dev-console.
